February 9 – 11, 2023, the 30th International tourism Exhibition “SATTE Travel Expo 2023” was held in Delhi, India. In the largest exhibition complex India Expo Mart, the delegation of Uzbekistan presented the national stand of our country.

The Uzbek delegation included representatives of the Ministry of Culture and Tourism of the Republic of Uzbekistan and the “National PR-Centre”, State Unitary Enterprise.

Within the framework of “SATTE 2023”, the Uzbek delegation organizes a presentation of the tourism potential of Uzbekistan and the Tashkent International Tourism Fair TITF-2023. Samarkand International Airport

The international airport was opened on the northern outskirts of the second largest and most populous city of Uzbekistan, Samarkand, in the 1980s. In 2022, a new airport complex was built in the form of an open book. Today, Samarkand Airport is able to serve up to 800 people per hour and up to 120 flights per week. Unlike other airports, the terminal can be reached by car, and the building is not surrounded by a fence.

Samarkand International Airport took its first flight after a large-scale reconstruction on March 18, 2022. The cost of the new airport project was almost $ 83 million.

The building of the new terminal is made in the form of an open book symbolizing the main work of scientist Mirzo Ulugbek “Zizhi Jadidi Kuragoniy” (“The New astronomical table of Kuragoni”). The width of the building is 175 m, height — 25 m.

The airport is designed based on the architectural solution of the Turkish Kiklop design and engineering company. The air harbor is operated by the new airline Air Marakanda.

As Transport Minister Ilkhom Makhkamov noted, the opening of such a modern complex is an incredible opportunity for our airline. Firstly, the number of route frequencies and the passenger flow of tourists to our country will increase. Such a hub as Samarkand International Airport will provide high-quality, convenient and fast service for passengers arriving in our country.

The airport is built according to international standards, taking into account the requirements for servicing passengers with limited mobility and is able to serve up to 800 people per hour. According to the results of an independent study conducted by the international aviation consulting company Lufthansa Consulting, the possibility of an increase in annual passenger traffic is projected from 480 thousand to 2 million people.

Today, the airport’s capabilities allow increasing the number of scheduled flights from 40 to 120 per week. The terminal includes 29 check-in counters, 8 boarding gates, 4 telescopic ladders, 10 passport control booths and 6 turnstiles with an automated check-in control system (e-gate) for departing passengers, as well as 15 passport control booths for arrivals.

A new runway with a length of 3,105 meters and a width of 60 meters has been built at the new airport, new taxiways and an apron for 24 aircraft parking lots, energy-saving lighting equipment and a landing system corresponding to the second category of ICAO have been installed.”

By 2030, it is planned to develop a route network here, increasing the number of destinations to 30 or more. For comparison, in 2019 flights from Samarkand airport were operated in five directions. This year, flights will be operated three times a week to Moscow, Istanbul and Tashkent and twice to Almaty and St. Petersburg.

In 2023, it is also planned to open destinations to Sharjah and Krasnoyarsk. The possibility of opening flights to Sochi and Novosibirsk is being considered, depending on demand.

Silk Road Samarkand Tourist Complex

23 августа прошло торжественное открытие туристического центра Silk road Samarkand. В церемонии открытия принял участие Президент Узбекистана Шавкат Мирзиеев.

Silk road Samarkand уникальный туристический комплекс, возведенный вдоль гребного канала в Самаркандском районе, включает восемь отелей, из которых две гостиницы 5-звездочные и две — 4-звездочные, четыре бутик-отеля, конгресс-центр и караван-сарай «Вечный город». В комплексе располагается старинный базар, 40 ремесленных мастерских в традициях 12 регионов Узбекистана.

Стоимость проекта составила $580 млн. Проект туристического комплекса нацелен на проведение крупных международных мероприятий. 15−16 сентября прошлого года центр принял участников саммита Шанхайской организации сотрудничества. Затем прошла большая встреча лидеров государств-членов Организации тюркских государств. В 2023 году здесь запланировано проведение ежегодного заседания Совета управляющих Европейского банка реконструкции и развития и Генеральная ассамблея Всемирной туристской организации ЮНВТО.

Караван-сарай «Вечный город», по замыслу авторов проекта — будущая визитная карточка культуры Узбекистана. Здесь представлена кулинария местных народов, мастерские ремесленников, резьбы по дереву, керамики и гончарного дела, производства шёлковой бумаги из тутовника, ювелирных украшений и ковров, а также крытые и открытые базары, народные представления и шоу.

Посетители Вечного города могут отведать блюда национальной кухни разных эпох и регионов страны и увидеть аутентичные уличные представления. Вечный город предоставляет гостям уникальный шанс оказаться на перекрестке парфянской, эллинистической и исламской культур, чтобы оценить всю многогранность наследия ушедших веков. Автором и куратором проекта выступил известный современный художник Бобур Исмоилов.

На территории комплекса Silk Road Samarkand расположен большой конгресс-центр c функциональной площадью 18 тыс. кв. м. Здание сконструировано в восточном стиле с большими панорамными окнами. Высокотехнологичная площадка, оснащенная современным оборудованием, предназначена для проведения конгрессов, конференций, симпозиумов, выставок, презентаций, шоу и банкетов. Гостей ждут просторные площади, стильный дизайн и услуги опытных сотрудников. По соседству находятся лучшие отели Самарканда — Samarkand Regency Amir Temur и Silk Road by Minyoun, что позволяет проводить в конгресс-центре мероприятия международного масштаба.

Rules for visitors at TITF

1. INTRODUCTION

1.1 These rules outline the terms and conditions for TITF (hereafter referred to as the fair), which is organised by the The State Unitary Enterprise “National PR-Centre” under the Tourism Committee under the Ministry of Ecology, Environmental Protection and Climate Change of Uzbekistan (hereafter referred to as the organiser).

1.2 Visitors must familiarise themselves with the rules and accept them prior to visiting the fair.

1.3 Additional rules of the venue where the fair is held apply as long as they do not contradict these rules.

2. ADMISSION TO THE EVENT

2.1 The basis for admission to the Event is a badge -– identification of the visitor, containing information about his surname, first name and if applicable, the organization that the visitor is representing.

2.2 The badge can be received by the participant at the registration desk at the entrance to the fair, subject to registration on the TITF website.

2.3 Visitors are forbidden to transfer the badge to another person. The Organizer has the right to check the correspondence of the surname and first name indicated on the badge, the surname and name of the visitor, for which the person controlling the passage to the Event has the right to require the visitor to present an identity document.

2.4 In case the badge is lost, the visitor should contact the registration desk to restore it for the event.

3. AGE RESTRICTIONS

3.1 Visiting the fair by persons under the age of eighteen is possible only if adults accompany them

3.2 The Organizer has the right to establish age restrictions on the admission of visitors to the fair in cases provided for by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated 22.10.2018 No. 848 “On the Protection of Children from Information Harmful to Their Health and / or Development”.

4. RULES OF CONDUCT

4.1 Visitors are obliged to observe public order on the territory of the exhibition complex in which the fair is held and on the adjacent territory, as well as to comply with the legal orders of the Organizer and the administration of the exhibition complex.

4.2 Visitors are prohibited from:

4.2.1 Bringing to the territory of the fair any types of firearms, gas and edged weapons;

4.2.2 Bringing explosives, flammable materials, and pyrotechnics of any kind, as well as toxic, poisonous, or caustic substances.

4.2.3 Carrying and consuming alcohol or narcotics , or being in a state of intoxication.

4.2.4 Bringing animals.

4.2.5 Crossing roads at points other than marked pedestrian crossings.

4.2.6 Acting in way which threatens the safety or property of event organisers, exhibitors, or other attendees.

4.2.7 Leaving children unattended.

4.2.8 Organising or conducting unauthorised rallies, demonstrations, or other protests, or promotional events.

4.2.9 Begging, polluting, or littering.

4.2.10 Wearing dirty clothes, or carrying items which may stain the person or property of other attendees.

4.2.11 Smoking, including electronic cigarettes, except for in designated areas.

4.3 If you find abandoned or suspicious items, you must immediately inform a member of staff.

4.4 Visitors must familiarise themselves with the fire evacuation plans placed at the entrance to the fair.

4.5 In the case of emergency, visitors must comply with instructions provided by the event organisers and/or representatives of the venue.

5. LIABILITY

5.1 Visitors may be denied access to, or removed from, the event in the following cases:

5.1.1 When trying to enter the fair with prohibited items;

5.1.2 When committing actions that violate public order;

5.1.3 When not complying with these rules, requirements of the event organiser, or the legislation of the Republic of Uzbekistan.

5.2 If a visitor commits a crime whilst at the fair, he may be transferred to law enforcement officials.

5.3 Material damage caused to the fair venue, its contents, or to attendees is subject to compensation in accordance with the legislation of the Republic of Uzbekistan.

Outbound tourism in Uzbekistan

Tourism in Uzbekistan is one of the fastest growing and developing sectors of the economy. Every year more than a million tourists from all over the world visit our country, and domestic and so-called outbound outbound tourism is also rapidly developing.

According to the State Statistics Committee, in 2022, 558,600 citizens of the Republic of Uzbekistan went abroad for vacation in 2022. Most Uzbeks visited Turkey – 202.1 thousand people, UAE – 87.9 thousand people, Saudi Arabia – 49 thousand people. and Egypt – 29.5 thousand people. The rating of popular destinations among Uzbeks is closed by Germany – 3.5 thousand people. Package tours remain the most convenient and popular for citizens of Uzbekistan. Since many citizens are not yet ready for independent trips to foreign or exotic countries.

Also in recent years, tours along the “Umra” line have been in greatest demand for foreign trips among Uzbeks. The first flight after the cancellation of international flights due to the pandemic, the citizens of Uzbekistan made in September 2022. In the new season of Umrah-2022, Uzbek pilgrims traveled to Medina and Mecca for 11 days.

On September 29, President Shavkat Mirziyoyev in Tashkent received a delegation from the Kingdom of Saudi Arabia headed by Minister for Hajj and Umrah Tawfik bin Fawzan ar-Rabia. During the conversation, an agreement was reached to double the quota for citizens of Uzbekistan to perform the Hajj – up to 24 thousand a year, as well as the number of pilgrims for Umrah – up to 100 thousand.

The country has more than 2000 travel companies engaged in domestic and outbound tourism. To support and identify controversial issues in the activities of domestic travel companies in Uzbekistan, the Association of Travel Companies of Uzbekistan (ACHTO) was created. APTА is a non-governmental, non-profit public organization established in 1998 on the initiative of private tour operators and hotels of the country with the support of the Government of the Republic. APTA unites tour operators, representatives of the hotel business and guest houses.

Modern aviation of Uzbekistan

Today it is difficult for us to imagine traveling without modern transport. It is one of the most important and driving components of tourism. When traveling long distances, civil aviation is of course in greatest demand.

Due to its favorable geographical position, Uzbekistan in the past functioned as a transit country at the crossroads of the Great Silk Road. And today, the international airports of Uzbekistan function as transit airports connecting western and eastern countries. Moreover, Uzbekistan is a country that welcomes foreign investors, businessmen and tourists from all over the world.

In the annals of New Uzbekistan there are many events that determined the present day and the future of the country, as well as the development of the tourism potential of the republic.

One such event was the creation in 1992 of the National Airline. Over a 30-year period, the Uzbekistan Airways brand has become known and recognized throughout the world as a stable, safe and reliable air carrier.

On August 15, 2019, on the basis of the National Air Company “Uzbekistan Airways”, by the decree of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, the joint-stock company “Uzbekistan Airports” was established.

Today JSC “Uzbekistan Airports” acts as a single executive and connecting body of all regional airports of the republic: “Tashkent International Airport” named after Islam Karimov LLC, “Samarkand International Airport” LLC, “Bukhara International Airport” LLC, “International Airport” LLC Navoi, Andijan International Airport named after Muhammad Babur, Namangan International Airport LLC, Fergana International Airport LLC, Nukus International Airport LLC, Urgench International Airport LLC, International Airport LLC Termez Airport, Karshi International Airport LLC.

Starting from 2020, a course has been set for de-monopolization of the aviation market in Uzbekistan.

According to the Decree of the President of the Republic of Uzbekistan dated November 27, 2018 No. UP-5584 “On measures to radically improve the civil aviation of the Republic of Uzbekistan”, it is planned to reform the aviation industry of the Republic of Uzbekistan.

For these purposes, through reorganization on the basis of the National Airline, the joint-stock companies Uzbekistan Airways and Uzbekistan Airports were created. State unitary enterprises that are part of the airline are transformed into limited liability companies (LLC). Uzbekistan Helicopters LLC was established on the basis of the State Unitary Enterprise “Airline for Special Aviation Works (SAR)”, and the Uzaeronavigatsia Center was transferred to the Ministry of Transport of the Republic of Uzbekistan.

Several private airlines have started operations in the country. Among them are Qanot Sharq Airlines, SilkJet, Silk Avia, Humo Air, Panorama Airways, etc.

Established as the first private airline in Uzbekistan, Qanot Sharq is led by a team of highly qualified aviation industry professionals with over 20 years of experience in the industry. The airline will operate flights from several regional airports in Uzbekistan, providing regular air transportation to international destinations such as Istanbul, Ankara (Turkey), Dubai (UAE), Jeddah, Medina (Saudi Arabia), Moscow, St. Petersburg (Russian Federation) and Almaty (Kazakhstan).

Since the end of 2019, an “open skies” regime has been introduced in Uzbekistan. From October 1, 2019, the regime was introduced at the international airports of Bukhara, Nukus, Karshi and Termez with the fifth degree of freedom, which allows foreign companies to fly from Uzbekistan not only to their country of registration. And since August 2020, open skies have been introduced at all regional airports of the republic.

The “Open Skies” mode was introduced from August 1 for a period of two years until the end of the “Winter 2022/2023” season with the possibility of prolonging or changing conditions at the airports of Karshi, Nukus, Termez, Bukhara, Navoi, Urgench, Andijan, Fergana, Namangan and Samarkand from application of the fifth freedom of air. This means the right to take on and offload passengers, mail and cargo to or from a third country.

From January 2, 2023, at the airports of Tashkent, Samarkand, Bukhara, Fergana and Urgench, the grand opening of Tax Free counters, established by the State Tax Committee and started their work in test mode, took place.

The Tax Free system implies the return to foreign citizens of the amounts of VAT paid by them when purchasing certain types of goods from entrepreneurs engaged in retail trade in Uzbekistan. The list of goods covered by cashback is specified in the Resolution of the Cabinet of Ministers dated November 8, 2022. These are souvenirs, nuts, fruits and dried fruits, leather and fur products, carpets, textiles and much more.

To receive a VAT refund, you need to register in the Soliq mobile application and scan receipts for your purchases in it. When departing at the airport, the passenger needs to check in for the flight, and then go to the Tax Free counter, presenting the boarding pass and the goods themselves. The registered goods can be left for transportation in hand luggage, or you can return to the check-in counter and check in your luggage.

The total amount of the purchase of goods that fall under the Tax Free system must be at least 1 million soums. Also, the product must not be opened and used. Employees of the tax committee, after checking the compliance of the goods with all the criteria, draw up a cashback. For various categories of goods, the passenger can return up to 90% of the VAT amount. Cashback is issued to the passenger’s card and paid out after the 25th day of the month following the month in which the return was registered.

Development of the hospitality sector in Uzbekistan

Uzbekistan is one of the main tourist pearls of Central Asia. The rich architecture and ancient original culture has always attracted many tourists from all over the world. According to the UN World Tourism Organization, our country is today in the top five countries with the most dynamically developing tourism industry.

According to the Statistics Committee of the Republic of Uzbekistan, in January-September 2022, 3.6 million foreign citizens visited Uzbekistan for tourism purposes.

This figure increased by 2.5 million people, or 3.2 times, compared to the corresponding period last year.

Most of all, citizens of Kazakhstan visited Uzbekistan for tourism purposes – 1076.2 thousand people, Kyrgyzstan – 952.1 thousand people. From far abroad, Turkish citizens are in the first place – 53.3 thousand people. Citizens of Italy complete the rating – 5.9 thousand people. and Spain – 4.3 thousand people.

In addition, the number of domestic travelers also increased by 3.5 times compared to 2021 to 7.5 million.

The modernization of the tourism sector during the post-pandemic period is taking place as part of the implementation of the project “Concepts for the development of tourism in Uzbekistan for 2019-2025”. The program provides for an increase in the share of the tourism industry of Uzbekistan’s GDP to 5% of the volume of tourism exports – up to $ 2.1 billion, an increase in the number of tourists – up to 10 million, of which 3 million are citizens of far abroad.

In this vein, a program was developed to subsidize the construction of hotels, which started back in 2019 and was designed to be implemented until 2022. In accordance with the project, the state covers the cost of construction of accommodation facilities in the amount of 40 million soums ($4.6 thousand) for one room for three-star hotels and 65 million soums ($7.6 thousand) for a four-star room.

Also, within the framework of the “Concept for the development of tourism in Uzbekistan for 2019-2025”, the procedure for issuing licenses for the operation of accommodation facilities in the country was simplified. As a result, Uzbekistan has seen an increase in the number of guest houses and hostels located in rural areas of the republic, ready to receive a record number of tourists during the pandemic. Until 2022, it is planned to increase the number of hotels in the country to 2.4 thousand, and the number of rooms to 50 thousand.

During the implementation of the project, large hotel complexes were opened in large cities of Uzbekistan: Tashkent, Bukhara and Samarkand, including the Marriott and Hempton by Hilton hotels in Tashkent, Hyatt Regency in Bukhara, and many others.

Uzbekistan is considered a rising tourist star even before the pandemic.

In 2021, the country celebrated the 30th anniversary of independence, as well as the opening of a new airport in Samarkand. Also in 2022, a grand opening of the Silk Road Samarkand tourist complex took place in the city of Samarkand.

In 2022, the government of Uzbekistan approved a number of measures focused on the development of tourism infrastructure and cultural heritage sites in 2022.

During this year, it is planned to establish engineering and communication networks for tourism facilities, restore, conserve and improve cultural heritage sites, as well as create a cultural and entertainment infrastructure.

The state has allocated several subsidies for the development of these projects. Thus, 29.4 billion soums were allocated for the development of tourism services, 117.3 billion soums for the improvement of cultural heritage sites, 43 billion soums for supporting museums, and 73.1 billion soums for tourism educational institutions.

In accordance with the “Development Strategy of the New Uzbekistan for 2022-2026”, the number of local tourists should increase to 12 million, and foreign tourists – up to 9 million as part of the “Travel Uzbekistan” program.

In the tourist cities of the country, it is planned to introduce barrier-free tourism infrastructure.

Additional tourist zones will be built in the Zaamin, Farish, Bakhmal regions and the Aidar-Arnasay system of lakes.

The increase in the volume of tourist services by at least ten times in the next five years will be carried out by transforming Samarkand into a “Tourism Gate”.

TITF-2022: International experts spoke about new trends in tourism

As part of the Tashkent International Tourism Fair “Tourism on the Silk Road” 2022, an international forum was held with the participation of leading speakers.

The forum organized such sessions as “International competition and branding”; “Media projects – a tourist business card of the country”; “The role of the state in the development of tourism in the country” and others. During the sessions, promising areas of the tourism industry of Uzbekistan were presented.
